Great Lakes Urban Empowerment Center
A Regional Engine for Equity, Policy Innovation, and Collective Action
The Great Lakes Urban Empowerment Center (GLUE) is a policy, advocacy, and collective impact organization committed to transforming the trajectory of Black and Brown communities in America’s legacy cities. These cities—Milwaukee, Buffalo, Cleveland, Detroit, Chicago, and others—share a painful pattern: rich in talent and culture, yet perennially at the bottom of national rankings for Black well-being, educational attainment, health outcomes, and economic opportunity.
